Former Parmer County Sheriff’s Deputy sentenced to life

PARMER COUNTY (KSMX)- A former Parmer County Sheriff’s deputy has been sentenced to life in federal prison for preying on children at his church, according to US Attorney for the Northern District of Texas Erin Nealy Cox.

26-year-old Davin Seth Waters was convicted in November 2019 for the transportation of minors with intent to engage in criminal sexual activity.

Authorities began investigating Waters after a church member at First Baptist Church in Texico, N.M. reported that a fellow member, identified as Waters, had sexually abused a child.

Waters lived in Farwell and owned the Tae Kwon Do Studio in Bovina, where he instructed many young students. He admitted engaging in illicit sexual conduct with a 13-year-old at the studio, as well as with a TKD student between the age of 9- and 10-years-old. Waters also served as a volunteer in the children’s ministry, admitted to unlawfully touching an 8-year-old child on multiple occasions.

Court documents also said Waters also drove two minors from New Mexico to Farwell to spend the night. While at his home, Waters performed sexual acts on the 10- and 11-year-olds, while also giving the 10-year-old pills to induce unconsciousness.

As a result of the investigation, agents determined that Waters had abused and sexually exploited seven children in the greater Amarillo area.
